Salary: £29,000 to £35,0000 depending on experience

Job Summary

We are seeking a proactive and people-oriented Community Engagement & Site Liaison Officer to serve as the primary point of contact between our fibre infrastructure projects and the local communities we serve. This hybrid role combines strong community engagement with on-site supervision and stakeholder liaison responsibilities, ensuring smooth project delivery and positive public perception.

The successful candidate will report directly to the Area Build Manager and work closely with them to identify and overcome barriers, ensuring the project stays on schedule and within scope.

This position plays a crucial role in maintaining transparent communication with residents, overseeing civil and cabling works, and securing wayleave agreements from landowners and property stakeholders.

Key Responsibilities:

1. Community Engagement (Primary Responsibility)

  • Act as the face of the company within local communities affected by fibre rollout projects.
  • Build and maintain positive relationships with residents, local authorities, and community leaders.
  • Respond promptly and professionally to public enquiries, concerns, and complaints.
  • Organise and attend community meetings, drop-in sessions, and other engagement activities to provide project updates and gather feedback.
  • Support the development of communication materials (e.g. newsletters, notices, signage).
  • Work in close coordination with the Area Build Manager to communicate community concerns and assist in resolving issues that may impact delivery timelines.

2. Site Supervision – Civils and Cabling Works

  • Oversee daily operations on-site for civils and fibre cabling projects, ensuring compliance with health & safety regulations and project standards.
  • Coordinate with subcontractors and internal teams to monitor progress, quality, and timelines.
  • Conduct regular site inspections and maintain accurate records of works and incidents.
  • Escalate site issues or delays to the Area Build Manager and contribute to solution planning.

3. Wayleave Management

  • Liaise with landowners, tenants, managing agents, and residents to secure wayleave agreements.
  • Explain the scope and benefits of fibre works to property stakeholders, addressing any concerns to facilitate agreement.
  • Maintain accurate records of wayleave progress and documentation.
  • Collaborate with legal and technical teams to ensure wayleaves are completed in a timely and compliant manner.

Key Skills & Experience:

  • Strong interpersonal and communication skills, with a passion for community-facing roles
  • Experience in telecoms, utilities, or infrastructure projects (especially fibre rollouts)
  • Practical knowledge of civil and cabling works and related health & safety standards
  • Ability to build rapport with a wide range of stakeholders, from residents to local authorities
  • Comfortable working in a fast-paced, field-based environment
  • Confident problem-solver with good organisational and time-management skills
  • Familiarity with project documentation, site reporting, and compliance tracking
  • Ability to work independently and collaboratively across teams
  • Full UK driving licence and flexibility to travel between sites

Qualifications:

Essential:

  • GCSEs (or equivalent) in English and Maths
  • Experience in community engagement, stakeholder liaison, or customer service
  • Site supervision experience in civils, cabling, or fibre telecommunications projects
  • Understanding of wayleave processes and associated legal considerations
  • Knowledge of health & safety standards and site compliance (e.g. NRSWA)
  • Strong interpersonal and communication skills
  • IT literate with basic proficiency in Microsoft Office (Word, Excel, Outlook)
  • Full UK driving licence

Desirable:

  • Higher education qualification in a relevant field (e.g. Communications, Construction Management, or Engineering)
  • Valid CSCS card or SSSTS/SMSTS certification
  • NRSWA Supervisor or Operative certification
  • Relevant accreditation to allow working in and on OR PIA infrastructure
  • Previous experience working with local authorities or housing associations
  • Familiarity with fibre rollout processes and infrastructure delivery
