Compliance Surveyor (Heating Services)

  • To support the Compliance & Cyclical Servicing Manager and the wider housing service in achieving the priorities and objectives of the Council

  • Liaising and overseeing all areas of the housing service in achieving all health and safety legislation in relation to this

  • Reporting directly to the Compliance & Cyclical Servicing Manager the successful Compliance Surveyor will play a key part in establishing compliance across the Councils housing stock (specifically for the items listed above)

Core accountabilities:
1. Administrating the servicing of gas appliances and safety inspections in the housing stock, liaising with contractors and customers, to include the statutory process of legal inspection notifications to tenants to ensure full statutory compliance

2. Administrating the servicing of Gas, Solid Fuel, Oil/LPG, ASHP, Solar PV and associated appliances, liaising with contractors and customers to include the statutory process of legal inspection notifications to tenants to ensure full statutory compliance

3. To oversee and manage all repairs arising from the above cyclical servicing/inspections

4. To provide regular assurance reports for Senior Managers covering all areas of performance, processes, procedures and statutory compliance responsibilities in relation to those items listed in item 1

5. Undertake site visits as required to inspect and verify compliance in relation to cyclical servicing/inspections listed in item 1

6. Ensure that robust, accurate and well maintained systems, processes and record keeping are in place for all aspects of cyclical servicing/inspections listed in item 1

7. Proactively identify and manage risks that may impact on any area of compliance, ensuring that the Compliance & Cyclical Servicing Manager is appropriately informed

8. Assist the Compliance & Cyclical Servicing Manager in the provision of operational performance information, reports, advice and guidance to ensure optimum performance in relation to the housing service

9. Support the development of reports and KPI monitoring for cyclical servicing/inspections listed in item 1 with regular reporting to the Compliance & Cyclical Servicing Manager

10. To procure services or works in relation to cyclical servicing/inspections listed in item 1, to include identifying programmes of work, drafting specifications & tender documentation, procurement, tender analysis, awarding the contract and contract management

11. To prepare and maintain databases and housing systems, and keep accurate servicing data and records

12. Management of servicing schemes in relation to those listed in item 1

13. Pro-actively assist in the education of tenants and build awareness around the risks associated with all areas of compliance within their homes

14. Assist in surveying dwellings for assessment of hazards using the Housing Health and Safety Rating System, including analysing stock condition data

15. To adhere to the to the requirements of the CDM Regulations and any other legal requirements relating to repairs, maintenance and improvement works to the housing stock.  This includes current UK planning and building regulations

16. Assist the Compliance & Cyclical Servicing Manager in the investigation and management of near miss incidents, accidents and RIDDOR incidents as and when necessary and ensure the Council comply with all health and safety law, encourage learning from such events and implement changes to process and procedure as necessary

17. Ensure contractors work safely and within the Health and Safety Requirements of the Council. Carrying out regular tool box talks and audit checks on contractors

18. Help to update the Council’s Stock Survey records held by the team, using existing property databases

19. Deal with general correspondence concerning property matters in relation those workstreams listed in item 1

20. Ensure best practice & compliance with the Building Safety Act

21. Assist in advancing tenant participation and involvement to ensure that tenants and leaseholders influence the management and maintenance of their homes.

22. Make sure that Property and Asset Team offers a customer focused service using systems thinking principles

23. Support the Council’s approach to equalities and diversity ensuring that our services and policies identify, address and promote the needs of our diverse community.  This includes the need for safety of children and other vulnerable people

24. Take personal responsibility for the relevant aspects of the Council’s Health and Safety Policy

25. Ensure awareness and compliance with the Council’s policies, Code of Conduct and Constitution

26. Evaluate and assist in managing risk within the service




Requirements

Education/training
  • Good general education e.g. 5 x GCSE grade C’s, or above, including Maths and English
  • HNC or equivalent in a building related subject or experience in building services in relation to compliance and health and safety legislation.
  • Qualified Building Surveyor/Services Engineer, or equivalent qualified building degree
  • Membership of a professional organisation/body e.g. RICS, IMechE, IEE etc. or equivalent

Knowledge
  • A working knowledge of current CDM and building regulations
  • A working knowledge and experience of health and safety, Gas Safe, OFTEC, HETAS, Water/Legionella and asbestos regulations
  • Understanding of good public relations
  • Knowledge of current issues in housing and local government

Skills and abilities
  • Able to manage contracts and contractors
  • Well developed interpersonal and communication skills
  • Excellent organisational skills
  • Ability to manage competing priorities
  • Competent with IT and ability to use Microsoft office products
  • Accuracy and attention to detail particularly when working to tight deadlines
  • Ability to work on own initiative as well as part of a team

Successful experience in
  • Evidence of practical experience in management of contracts and contractors
  • Experience of specification writing, EU procurements and tender evaluation
  • Practical and project management experience of mechanical engineering equipment repair and servicing
